The 47th Session of the CIS Electric Energy Council Took Place in Yerevan

On May 26, the 47th session of the CIS Electric Energy Council took place in Yerevan.

The energy Ministers,  as well as the representatives of the energy systems’ companies of CIS countries Russia, Belarus, Moldova, Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, Tajikistan have participated in the session.

Before the session, the delegations have visited Yerevan in order to participate in the 47th session of the CIS Electric Energy Council, have also visited the Tsitsernakaberd memorial and paid tribute to the victims of the 1915 genocide.

The CIS power specialists have discussed in Yerevan the issues related to the parallel operation of energy systems the participating countries, the systems integration, as well as technical upgrading of the power systems, in the accidents and emergency situations work, mutual assistance.

CIS Electric Energy Council Chairman, Russian Energy Minister Alexander Novak has welcomed the power engineering specialists in Yerevan and wished them fruitful work.

- First of all, I would like to thank our colleagues for the hospitality and wonderful organization of the event. The work of the development of normative legal documents was continued after our last meeting, task of which is formation of a common electric power market.

During this session we will discuss the results of the work of the energy systems of CIS countries for the autumn-winter period of 2014-2015, and will design the plan of the future activities, has said Alexander Novak.

We will also discuss the drafts of the Agreements on the cooperation in the sphere of vocational education and information exchange about the accidents in the power facilities of CIS countries.

I am sure that the inimitable atmosphere of Yerevan, one of the ancient capitals, will be an additional stimulus for the productive work and meaningful discussions.

The Deputy Prime Minister, Minister of International Economic Integration and Reforms Vache Gabrielyan has welcomed the participants of the 47th session of CIS Electric Energy Council on behalf of the RA Government.

-Undoubtedly, a great amount of work was carried out by the country's power engineering specialists towards the modernization of the network economy, introduction of new generating capacities, either in the thermal power plants, or in the renewable energy sphere. I would like specifically to  stress the importance of the agreements recently being validated at the National Assembly on extension of the operation term of the second power unit of ANPP,  which were signed with the Russian Federation, has said Vache Gabrielyan.

-The discussion of the issue of regional cooperation and integration of the energy markets of South Caucasus is also very important for us, which is scheduled by the agenda of the 47th session of CIS countries Electric Energy Council.

The RA Minister of Energy and Natural Resources Yervand Zakharyan has wished the participants of 47th session of the CIS Electric Energy Council successful and productive work.

-Firstly, I would like to inform about the most significant events occurred after the previous session in the Armenian energy sector, has said Yervand Zakharyan.

 The Minister has spoken about the works conducted in the field of nuclear energy and has  mentioned, that two Agreements are already signed between the  Armenian and Russian Governments, aimed at the implementation of the activities for the extension of the ANPP’s exploitation period up to the 2027.

Besides, there were been achieved the Agreements with the international financial organizations KfW Bank, World Bank and the Asian Development Bank for the modernization of the existing infrastructures and lines of the Armenia’s energy system and construction of new ones.

The Minister Yervand Zakharyan has separated especially the reconstruction projects of the 220 kV <Haghtanak> and <Ashnak>, 110 kV "Charentsavan 3" and "Vanadzor-1",   as well as, "Agarak 2" and "Shinuhayr" substations.

The Minister has also mentioned the importance of the SCADA management and communication system’s second phase introduction works for the Armenia’s energy system.

 

 

Yervand Zakharyan has stressed the importance of the construction of Iran-Armenia and Armenia-Georgia of 400 kV overhead power lines from the view of the regional integration perspective.

The Minister Yervand Zakharyan has also informed about the works carried out in the renewable energy and energy saving sector, and has said, that the Investment Agreement was signed in March, 2015, which will allow to carry out projects in the energy saving sector by the Eastern Europe Energy Efficiency and Environment Partnership E5P Fund allocations.

According to the Minister Yervand Zakharyan, the autumn-winter period of 2014-2015 has passed, in general, without any serious problems.

- The development of the regional electrical energy market, as well as the integration into the market is an important strategic task for Armenia. The 400 kV transmission lines construction projects in the northern and southern areas of our country are targeted to this objective, has said Yervand Zakharyan.

-Enclosing, I would like to note, that the Ministry of Energy and Natural Resources of Armenia has taken steps to improve the energy efficiency, the quality of provided services, as well as, the efficiency of the investments in the system, has concluded the Minister.

As it is known, the activity of the CIS Energy Council is aimed at the formation of the general market of electric energy, the development of the principles and the directions of the integration of the electric energy systems of participating countries /including the development of the collective energy security software mechanisms/, as well as, the development of technical regulations for the parallel operation of power systems.

The CIS Electric Energy Council was established in 1992, by the Intergovernmental Agreement on coordination of interstate relations in the field of the CIS electric energy. The Republic of Armenia is a member of the CIS Electric Energy Council since 1992.
