WIND ENERGY

WIND ENERGY POTENTIAL ASSESSMENT IN THE REPUBLIC OF ARMENIA

 

   According to Wind Energy Resource Atlas of Armenia elaborated by National Renewable Energy Laboratory of USA in 2003, the economically justified potential of wind energy is about 450 MW of total installed capacity with about 1.26 billion kWh of electrical energy production per year. The main perspective sites are located in Zod pass, in Bazum Mountain (Qaraqhach and Pushkin passes), in Jajur pass, in the territory of Geghama Mountains, in Sevan pass, in the region of Aparan, in highlands between Sisian and Goris, in the region of Meghri.

Monitoring works of wind potential at Sotk pass in Gegharkunik region have been completed by “Zod Wind” CJSC private company. The company is negotiating with different organizations to attract the investments for the construction of “Zod” wind farm with total 20 MW installed capacity.

Monitoring works of wind potential at Qaraqhach pass in Shirak region have been completed by “Ar Energy”, Armenian - Italian private company. The company is planning to construct “Qaraqhach 1” wind farm with 20 MW capacity, which will be later enlarged up to 140 MW.

Proposed Investments Projects 

In the framework of EU TACIS program “Assistance to Energy Policy of Armenia” the monitoring works have been carried at Simyonovka pass in Sevan region and the Pre-Feasibility Study (FS) for the construction of wind power plant with 34 MW total installed capacity was elaborated.

With the proposal of the Ministry of Energy Infrastructures and Natural Resources of RA the PSRC has fixed new provisions for energy sector regulation, particularly new tariff policy and the fallowing maximum annual capacities have been set:

1. Up to 50 MW total capacity for solar power stations till January 1, 2019, and 50 MW more installed capacity during 2019. And there is also an opportunity during 2019  to fill the unreached capacities of the licenses provided till 2019.

2. To provide the licenses for the stations providing energy using other renewable sources without capacity limits till January 1, 2020.

3. Tariffs for the solar and wind power plants with respectively 5 MW (including) and 30MW (including) capacity equal to the tariff of electricity delivered from SHPPs on natural water flows have been set (23.864 AMD per kWh without VAT). And this tariff for solar power plants will work if the first decision on tariff definition for the certain licensed person is accepted till January 1, 2020.

4. To review the tariffs for the solar and wind power plants with more than 5 MW and 30 MW installed capacity within the framework of separate investment projects.

 

 

 

 

 

 

 

«Acciona Energy Global SL» Spain company

 

By the Memorandum of Understanding signed on March 31, 2017 between the Ministry of Energy Infrastructures and Natural Resources of RA and «Acciona Energy Global SL» company on Wind Power Plant Construction Program in Armenia, it is foreseen to construct wind power plants with capacity of 100-150 MW.  In December 2017, the company started implementation of the wind potential assessment. Two 80 meters height Wind Monitoring Stations and one «Sodar» system were installed. Each station is equipped with 8 anemometers, 3 weathercocks, 2 thermo hygrometers and 1 atmospheric pressure gauge. 

 

 

«Access Infra Central Asia Limited» United Arab Emirates Company

 

       On March 30, 2017 the Government of Armenia approved N 473-A Decision on providing lands for rent without tender to «Access Infra Central Asia Limited» Company for implementation of the investment project in priority sector. «Access Infra Central Asia Limited» United Arab Emirates Company is planning to construct wind power stations in Armenia with capacity up to 150 MW. Two 80 meters height Wind Monitoring Stations have been installed and operated.

 

Guide for the construction of utility-scale wind power plant

 

To construct a wind power plant one should:

 

  1. Chose a landing (landing may be chosen from Wind Resource Map according to the below mentioned link

2. Get Land Use Right and change the Land Use Destination to «Objects of energy, transport, communication and utility infrastructures» as needed.

3. Make a Business Plan.

4. To get information on licensing in the sphere of energy visit web-site of the Public Services Regulatory Commission of RA- www.psrc.am, section «Information for Investors»

5. Apply to Public Services Regulatory Commission of RA to get License for producing Electricity.

6. For free professional consulting apply to Armenia Renewable Resources and Energy Efficiency Fund - www.r2e2.am and/or to German-Armenian Fund - www.gaf.am (soft loans are available here).

7. Construct wind power plant by keeping the terms of the above mentioned License.
