Solar Energy

     Armenia has a significant solar energy potential. The average annual amount of solar energy flow per square meter of horizontal surface is about 1720 kWh
(the average European is 1000 kWh). One fourth of the country’s territory is endowed with solar energy resources of 1850 kWh/m2/year.

Solar Photovoltaic modules

 

         For the development of solar energy, Fund for Renewable Energy and Energy Efficiency of Armenia realized the project “Assistance for Development of Actual Solar PV Energy  in Armenia” by the assistance of World Bank and Global Environmental Facility grant. The potential for development of photovoltaic industry in Armenia was studied in the framework of the project(download here).

         Renewable Energy Investment Plan for Armenia was approved in the framework of the “Scaling-Up Renewable Energy Program (SREP)” of the Climate Investment Funds, in accordance to which SREP resources are being allocated to develop up to 110 MW utility-scale solar PV.

Currently the preparation Program of utility-scale solar PV Plant(s) construction is being realized by the assistance of the International Bank of Reconstruction and Development

According to the 1st stage of «Solar PV plant construction Investment Project» that was approved by GoA’s (Government of the Republic of Armenia) Protocol Decision 53-37 dated December 29, 2016 it is foreseen to construct an utility-scale Masrik-1 solar PV power plant with 50-55 MW capacity in Gegharkunik Marz of Armenia. Construction of other 5 PV plants with about 60 MW total capacity will follow-up.

 

            On April 28, 2017 international tender for pre-qualification of Masrik-1 utility-scale solar PV plant was announced and the number of bidders exceeded 20. In July 2017 it was announced that ten companies and a consortium have overcome the pre-qualification threshold. As a result of a tender, the organization or consortium that will offer the lowest price for produced electricity will become a winner.    

            On December 21 the Government of RA approved Decision N 1679-N  «On approval of the applications of pre-qualified participants as a result of the preliminary qualification procedure implemented in the framework of Masrik-1 utility scale solar PV plant contruction program and of the draft of the govermental support agreement».

On December 27, 2017 the second stage of Masrik-1 utility-scale solar PV plant tender was announced.

On January 31, 2018 the Pre-Bid conference of Masrik-1 utility-scale solar PV plant was announced.

According to the tender conditions the lowest tariff was proposed by the Consortium comprised of the leading international companies: Fotowatio Renewable Ventures B.V, Netherlands (Lead Sponsor)- FSL Solar S.L., Spain (Anchor Sponsor).

The proposed tariff is 0.0419 USD excluding VAT (20.11 AMD). 

 

Construction of utility-scale Solar PV Plant with up to 1 MW installed capacity 

            The limit for the construction of utility-scale Solar PV Plant with up to 1 MW installed capacity is set 10 MW total installed capacity. 12 Companies recieved Licenses. Currently 4 solar PV plants (total installed capacity – about 2.6 MW) are commissioned.

 

 

 

Guide for the construction of utility-scale solar PV plant

 

To construct a solar PV plant the investor should:

 

 1. Chose a landing (landing may be chosen from Solar Resource Map presented at www.minenergy.am  web-site).

2. Get Land Use Right and change the Land Use Destination to «Objects of energy, transport, communication and utility infrastructures» as needed.

3. Make a Business Plan.

4. To get information on licensing in the sphere of energy visit web-site of the Public Services Regulatory Commission of RA- www.psrc.am, section «Information for Investorts»

5. Apply to Public Services Regulatory Commission of RA to get License for producing Electricity.

6. For free professional consulting apply to Armenia Renewable Resources and Energy Efficiency Fund - www.r2e2.am and/or to German-Armenian Fund - www.gaf.am (soft loans are available here).

7. Constuct solar PV Plant by keeping the terms of the above mentioned License.
