Expressions of interest

The Government of Armenia has received financing from the International Bank for Reconstruction and Development (IBRD) in the form of a loan toward the cost of Electricity Transmission Network Improvement Project. The Project objective is to enhance power system management reliability.         

High Voltage Electric Networks of Armenia (HVEN) CJSC, the implementing entity for the above project, will be selecting design, supply, and installation contractor for designing, supplying, and installing the required equipment and software for the back-up dispatch center. HVEN will need support from the qualified Individual Consultant to support with the above activity.

            The services to be provided by the Individual Consultant shall include, but not limited to, the following: (a) preparation of the technical specifications for back-up dispatch center to  be included in the bidding document for design, supply and installation; (b) support to HVEN with evaluation of bids; (c) support with technical supervision of delivery of hardware and network equipment; (d) support with technical supervision of configuration and installation of hardware and network equipment; (e) supervision over testing and installation of new software applications; (f) advice on procurement of additional licenses of existing applications at primary site and their installation and testing/commissioning at back up site; any other activity that stakeholders will find necessary.

 The estimated duration of assignment is up to 80 consultant days during 24 month period starting contract signing date.

HVEN now invites eligible Individual Consultants to indicate their interest  in providing the services by submitting CVs. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (CVs, were should be indicated: qualification of power engineer; general experience in field of power systems within last 15 years; experience in design, preparation of technical specifications for bidding documents, operation, technical supervision of construction of Energy Management Systems within last 10 years).

The short listing criteria are:

• Individual Consultant’s general experience in power systems /max 20 points/
• Individual Consultant’s specific experience in similar assignments (support with design, preparation of tech specs of bidding documents, operation, and technical supervision of construction/establishment of Energy Management Systems/Dispatch Centers) /max 80 points/

The attention of interested Individual Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” published by the Bank in January 2011(revised July 2014), setting forth the World Bank’s policy on conflict of interest. 

An Individual consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants Under IBRD loans and IDA Credits by World Bank Borrowers by World Bank Borrowers (January 2011, revised July 2014).
